WE’AM Social Cohesion Program

Lebanon’s multi-layered economic, political, and social crises have exacerbated community tensions, strained local governance structures, and fueled distrust among citizens and institutions across 12 high-risk localities. These dynamics created an urgent need for robust, evidence-driven monitoring to assess whether interventions were effectively mitigating conflict drivers, strengthening mediation mechanisms, and advancing inclusive social cohesion. Within this context, the €6.5M EU-funded WE’AM initiative was launched to foster conflict mediation, community engagement, and trust. 360 Consulting was contracted to conduct independent Third-Party Monitoring (Midline, Endline, and Final Evaluations), providing rigorous, gender-responsive, and context-specific evidence to ensure accountability, capture impact, and generate actionable insights to inform the design and adaptation of future locally led initiatives.
