Research Study to Evaluate an Emergency Preparedness and Response Project in the WASH and Health Sectors – Lebanon
1. About 360 Consulting
360 Consulting is a value-driven advisory and consulting boutique that empowers non-profits and public organizations to make sense of their environment, strengthen their systems, and transform their impact through evidence, strategy, and accountable learning.
2. Background of the Assignment
360 Consulting is commissioned to conduct an independent evaluation of an innovative emergency preparedness and response initiative operating in South Lebanon. The project aims to strengthen water security and emergency response capacities through a combination of:
- Enhanced emergency water monitoring and surveillance systems;
- Digital water management and risk mapping technologies;
- Community-based monitoring and feedback mechanisms;
- Capacity strengthening of local institutions and emergency responders;
- Policy learning and knowledge generation for scale-up and replication.
The intervention brings together stakeholders from the water, public health, disaster risk reduction, and local governance sectors to pilot an integrated and locally led model for emergency water governance in crisis-affected environments.
3. Scope of the Evaluation
The assignment will assess the relevance, effectiveness, technical soundness, applicability, and scalability of the intervention and its contribution to strengthening emergency preparedness and response capacities within the WASH and public health sectors.
The selected expert will provide technical leadership and contribute to:
- Assessing the technical adequacy and operational relevance of emergency water and wastewater monitoring systems and related response protocols.
- Reviewing and analyzing Standard Operating Procedures (SOPs) developed under the project and their alignment with national and sub-national emergency response frameworks.
- Evaluating the readiness and capacity of water establishments, municipalities, disaster management actors, and emergency responders to respond to water-related emergencies.
- Assessing the effectiveness of digital water governance tools, risk mapping systems, monitoring platforms, and community engagement mechanisms.
- Examining the integration of public health, WASH, and disaster risk reduction dimensions within the intervention model.
- Supporting the assessment of community participation, accountability mechanisms, and locally led response approaches.
- Contributing to the analysis of the intervention's scalability and transferability to other conflict-affected and climate-vulnerable contexts.
- Providing technical inputs into data collection tools, analysis frameworks, interpretation of findings, and report writing.
The expert will work closely with the Evaluation Team Leader and the broader research team throughout all phases of the assignment.
4. Required Qualifications and Experience
The successful candidate should possess the following qualifications:
Education
- Advanced university degree (Master's or higher) in Civil Engineering, Environmental Engineering, Water Resources Management, Hydrogeology, Public Health Engineering, WASH, Environmental Sciences, or a closely related field.
Professional Experience
- Minimum 8 years of progressively responsible experience in WASH, water systems management, water security, public health engineering, or related sectors.
- Demonstrated experience in emergency WASH programming, humanitarian response, disaster risk reduction, and resilience programming.
- Strong technical expertise in water supply systems, water quality monitoring, wastewater management, and emergency preparedness mechanisms.
- Experience assessing water governance systems, utility performance, institutional capacities, and emergency response frameworks.
- Familiarity with digital water management technologies, SCADA systems, water information systems, risk mapping platforms, or related innovations is highly desirable.
- Proven experience conducting evaluations, assessments, research studies, or technical reviews for international organizations, UN agencies, INGOs, governments, or development partners.
- Previous work experience in Lebanon and/or conflict-affected settings within the Middle East is strongly preferred.
- Demonstrated ability to work effectively with public institutions, municipalities, water establishments, emergency response actors, and community stakeholders.

- Ability to synthesize complex technical information into practical findings and recommendations.
- Excellent report writing and communication skills.
- Strong facilitation and stakeholder engagement skills.
- Fluency in English is required.
- Arabic language skills are highly desirable.
5. Level of Effort and Availability
The selected expert is expected to be available immediately and able to mobilize on short notice.
The assignment will require active participation during:
- Inception and methodological design;
- Technical review of project documentation;
- Data collection preparation and implementation;
- Analysis and interpretation of findings;
- Drafting and review of evaluation deliverables;
- Validation and presentation of findings.
Candidates should clearly indicate their availability over the coming weeks and their ability to commit the required level of effort throughout the assignment period.
