Background & Purpose

360 Consulting Agency is seeking a qualified Iraqi national professional to join its consultant network as a National Education Evaluation Expert. This call is issued in relation to an upcoming evaluation engagement in the education sector in Iraq. The selected consultant will serve as a national-level expert within the evaluation team, with a key role in ensuring that the evaluation is sufficiently contextualized within the Iraqi setting. The expert will support the team in building constructive relationships with all stakeholders involved and will play an active role throughout the data collection phase.

Scope of Work

The consultant will be expected to:

  • Contribute to the design of the evaluation, ensuring local context and stakeholder dynamics are adequately reflected
  • Facilitate the organization and implementation of the data collection phase across target locations in Iraq
  • Actively participate in data collection activities using agreed methods and tools
  • Support the evaluation team in establishing and maintaining constructive relationships with all stakeholders, including government bodies, community representatives, and implementing partners
  • Ensure that all activities adhere to ethical standards in evidence generation and uphold child rights principles throughout the process
  • Provide contextual interpretation and cultural guidance to the broader evaluation team as needed
Required Qualifications & Experience
  • Bachelor's degree in Education, Social Sciences, or a related field — required
  • In-depth knowledge and understanding of the education sector in Iraq, including its key stakeholders, institutional landscape, and regional dynamics
  • Strong networking and interpersonal communication skills, with a demonstrated ability to engage diplomatically and with cultural sensitivity across diverse groups
  • Proven experience with qualitative and/or quantitative data collection methods relevant to education evaluations
  • Excellent facilitation skills, with experience managing consultations, focus group discussions, or similar participatory processes
  • Familiarity with UN's procedures on ethics in evidence generation and a good understanding of the child rights agenda and UN's mandate
  • Prior experience with strategic-level UN evaluations in Iraq is a strong asset
  • Availability and willingness to travel within Iraq as required for the assignment
Language Requirements
  • Fluency in Arabic (written and spoken) — required
  • Kurdish language proficiency (Kurmanji and/or Sorani) — strongly preferred, particularly given the geographic scope of the evaluation
  • Professional proficiency in English (reading, writing, and oral communication) — required

This consultancy opportunity is open exclusively to Iraqi nationals. Candidates with Kurdish language proficiency (Kurmanji and/or Sorani) and familiarity with the Kurdistan Region of Iraq are strongly encouraged to apply.
