Background & Purpose

360 Consulting Agency is seeking an experienced Iraqi national professional to join its consultant network as a Senior Education Evaluation Expert. This call is issued in relation to an upcoming evaluation engagement in the education sector in Iraq. The selected consultant will serve as a national senior-level expert within the evaluation team, contributing contextual expertise, technical rigor, and field facilitation capacity throughout the assignment.

Scope of Work

The consultant will be expected to:

  • Contribute to the overall design and planning of the evaluation in close coordination with the evaluation team
  • Provide senior-level national expertise on Iraq's education sector, with a focus on school governance, resource management, and community participation
  • Support and facilitate the implementation of the data collection phase, including coordination with local stakeholders and field teams
  • Apply qualitative and quantitative data collection methods and tools to assess education outcomes
  • Contribute to the analysis and interpretation of findings
  • Ensure that all activities comply with ethical standards in evidence generation and uphold child rights principles throughout the process
Required Qualifications & Experience
  • Master's degree in Education, Social Sciences, Public Management, or a related field; specialization in education is highly desirable
  • Demonstrated expertise in education systems, with in-depth knowledge of the Iraqi education sector — specifically in areas of school governance, management, resourcing for quality learning, and community participation; knowledge of the broader MENA education context is an asset
  • Extensive experience in education research and/or evaluation, including the measurement and analysis of education outcomes
  • Strong technical skills in both qualitative and quantitative evaluation methodologies and data collection tools
  • Proven experience in facilitating the data collection phase of evaluations
  • Familiarity with UN's procedures on ethics in evidence generation and sound understanding of the child rights agenda
  • Prior experience with UN evaluations is an asset
  • Availability and willingness to travel within Iraq as required for the assignment
Language Requirements
  • Fluency in Arabic (written and spoken) — required
  • Professional proficiency in English (reading, writing, and oral communication) — required
  • Kurdish language proficiency (Kurmanji and/or Sorani) — strongly preferred, particularly given the geographic scope of the evaluation
